### Responsibilities

**BASIC DUTY SUMMARY:** The incumbent performs the duties of Command Acquisition Executive, responsible for all Command Acquisition programs.Responsible to the Under Secretary of Defense for Acquisition on any ACAT-I programs directly managed by the United States Cyber Command.Serves as milestone decision authority on all other programs or delegates same to service acquisition executives, or United States Cyber Command program executive officers or program managers.Serves as the full-time Acquisition Executive as directed Department of Defense Directive 5000.1 (The Defense Acquisition System) for developed and/or acquired cyber capabilities.Manages all development/acquisition aspects of cyber operations-peculiar programs/projects.Directly responsible and accountable to the Commander, United States Cyber Command for the cost, performance, and schedule of cyber operations-peculiar programs during design, development, production, deployment and sustainment.

Establishes specific agreements with the Services and other agencies for support of each approved program/project.Has clear authority, responsibility, and accountability for all acquisition functions and programs and for enforcing the procedures established by the Under Secretary of Defense for Acquisition, Department of Defense Directive 5000.1, Federal Acquisition Regulations, and other applicable acquisition legislation (e.g., United States Code 10, section 137 - Procurement Generally).The incumbent must also meet National Security Agency personnel security requirements outlined in National Security Agency/Central Security Service Policy 5-1.


**KEY POSITION:
** This position is designated as a Key Position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
**TOP SECRET SECURITY CLEARANCE.** Successful candidates must be able to meet the standards required for a national security clearance. Those standards are reflected in the SF 86 (/Forms/pdffill/sf86.pdf). This position has been designated Special Sensitive and the selectee must have or be able to obtain a TOP SECRET/SCI clearance, and be eligible for access to Sensitive Compartmented Information, Counter-Intelligence Polygraph, and eligible for read-in and access to Special Access Program, Alternate Compensatory Control Measures-controlled information and other limited-access Programs.

**Certification Requirements:
** This is a **Key Leadership Position (KLP)**, which carries significant responsibility, primarily involving supervisory or managerial duties in acquisition. A 3-year tenure agreement is required for the position. The selectee must also meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). Please indicate in your resume the level and source of certification or eligibility for certification.
**(a)** Level III certification in Program Management or can be obtained within 24 months.
**(b)** 10 years of acquisition experience or equivalent, four (4) of which were in a Critical Acquisition Position (CAP) or equivalent position.


### Qualifications
QUALIFICATIONS:
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Your conduct and character must demonstrate suitability for the position for which you are applying. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
**A.

MANDATORY TECHNICAL QUALIFICATIONS (TQs):
** A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

1. Extensive senior-level knowledge and breadth of experience exercising decision authority to rapidly deliver coordinated capabilities as integrated services and solutions that meet current and future organizational needs at the lowest acceptable cost across the lifecycle.
2. Sustained strategic-level experience directing the activities of a large organization, translating operational needs to capability requirements, identifying gaps, developing activities and plans to address capability gaps.
3. Proven executive-level experience establishing acquisition and procurement policy and guidance, managing cyber programs and providing functional support in the areas of systems engineering, management, configuration, logistics, financial management, procurement, contracting, and testing and evaluation of developed or acquired solutions.
**B.

MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs):
** The ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Submit a supplemental statement of the Executive Core Qualifications (ECQs listed below) in the challenge/context/action/result (C-C-A-R) model format as provided by the Office of Personnel Management (OPM) Guide to SES Qualifications. Applicants should focus on recent experience, education, and training, as some Recruitment Panel, Executive Resources Board, and or OPM Quality Review Board reviewers may consider experience that's over 10 years old to be outdated. **ECQ 1 - LEADING CHANGE**. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
**ECQ 2 - LEADING PEOPLE.** This core qualification involves the ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork and supports constructive resolution of conflicts.
**ECQ 3 - RESULTS DRIVEN.** This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems and calculating risks.
**ECQ 4 - BUSINESS ACUMEN.** This core qualification involves the ability to manage human, financial and information resources strategically.
**ECQ 5 - BUILDING COALITIONS.** This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required--this information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).
**C.

DESIRABLE QUALIFICATIONS:
** The following will be used to help rate and rank candidates:
1.

Regardless of governmental agency or department, a career broadening assignment complementary of this position is highly desirable (Examples:
Plans and Programs, Force Management, and or Program Manager).
2.

Mix of experience at the following:
Major Command (MAJCOM), Combatant Command (COCOM) Service Component, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force (HAF), other Federal agency or equivalent academic/industry experience.
3. Completion of Senior Developmental Education and/or equivalent executive development such as Leadership in a Democratic Society, Senior Executive Fellows, National Security Management, Leadership Assessment & Feedback Seminar, Executive Business Management, and/or two equivalent-level executive courses from other colleges, universities, or agencies.
4. A master's or advanced degree in Computer Science, Computer Engineering, Information Systems, or Business/Operations Management is highly desired.
5. Ten (10) years of experience in an acquisition position either in the DoD or in a comparable position in industry or government, and ten (10) years of experience in systems engineering and/or technical program management is highly desired.

**(1)** A baccalaureate degree from an accredited educational institution; or in lieu of education, an Acquisition Career Program Board Certification; **(2)**Twenty-four (24) semester credit hours (or equivalent) from among the following disciplines: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization and management; **OR**12 semester credit hours (or equivalent) in the above acquisition-related subjects and 24 semester credit hours in the individual's career field; **(3)** at least 4 years' experience in an acquisition position. In addition, the selectee must sign a 3-year written agreement to remain in Federal service.

**B. MOBILITY.** Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointment for SES members will be required to sign a Reassignment Rights and Obligations Agreement.
**C. EXECUTIVE PERSONNEL FINANCIAL DISCLOSURE REPORT (Standard Form 278).** Selected candidate must file this report in accordance with the Ethics in Government Act of 1978.
**D. DRUG TESTING POSITION.** This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Position requires that the incumbent sign a Drug Testing letter (Condition of Employment for all Civilian Senior Executive (CSE) Positions identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment. This position also requires incumbent may be subject to random drug testing in accordance with Executive Order 12564, dated 14 Sep 86.
**E. TRAVEL**. Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
**F. DUTY HOURS.** This position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
**G. VETERANS' PREFERENCE.**Veterans' preference is not applicable to the SES.
**H. PROBATIONARY PERIOD.** An individual's initial SES career appointment becomes final only after the individual successfully completes a 2-year probationary period.
**I. AIR FORCE'S SENIOR LEADER ORIENTATION COURSE (SLOC).** Attendance is generally required within 12 months of appointment, subject to course availability.
**J. POST-GOVERNMENT RESTRICTIONS.** This position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.
**K. ACTIVE DUTY MILITARY MEMBERS.** On resume, indicate when you are eligible for retirement.
**L.
